PayGuam Terms of Use
PayGuam allows you to pay online bills issued by the Government of Guam Department of Revenue and Taxation using a current and valid Visa, MasterCard, Discover, or American Express card in your name. PayGuam is operated by the Government of Guam.
These terms constitute the agreement between you and the Government of Guam, including the use of information, graphics and materials provided by the Government of Guam("PayGuam material"), and sets out the basis of your legal relationship
with the Government of Guam.
PayGuam
You may pay bills with PayGuam by credit card.
To use PayGuam you must provide the necessary bill details supplied by the Government of Guam, and provide your credit card details.
You are responsible for entering all information correctly. You acknowledge that if you enter incorrect information:
- your bills may not be paid; and
- you are responsible for any fees or charges imposed by your credit card provider, or the Government of Guam.
By providing PayGuam with your credit card details you are authorizing the Government of Guam to charge the specified amount to your designated account.
You acknowledge that:
- where your credit card issuer for any reason declines a payment made by you through PayGuam, those bills will not have been paid;
- where your payment is declined, you are responsible for any fees or charges imposed by your credit card provider or the Government of Guam.
Credit Card payments made through PayGuam will make a debit to your credit card account immediately once your transaction has been completed successfully.
If you are uncertain when a payment will be processed contact your designated financial institution.
It is your responsibility to ensure that you have sufficient funds in your designated credit card account to allow payment of the bills selected by you through PayGuam when the debit is made from your account.
If you believe a PayGuam transaction is incorrect or unauthorized, you must contact the Government of Guam in the first instance.
The Government of Guam has access to transaction history and may check the details of the transaction.
Should the dispute require the services of the financial institution, you may be asked to contact your financial institution. Information relating to the dispute may be provided to that financial institution by the Government of Guam to assist with resolution.
Security
PayGuam uses high security levels, which are standard for internet banking and large scale e-commerce sites and involve the use of standard SSL, 128-bit encryption. You can check the security level of a web page by clicking on your Internet browser's padlock or key icon.
Encryption is the standard way of protecting your information as it is transmitted between you and the Government of Guam. This involves converting the information into an unreadable code using a "key" (and also decoding it using this"key"). The longer the key, the more difficult it is for others to break the encrypted codes.
To access PayGuam, your browser needs to be enabled to access these secure keys. You will need to have:
- version 9 or later of Internet Explorer
Privacy
Personal information collected through PayGuam includes your credit card details and account information. This information is required to process your bill payments and may be shared for these purposes between the Government of Guam, banks and financial institutions.

Warranties
While every effort has been made to ensure that information is free from error, the Government of Guam does not warrant the accuracy, adequacy or completeness of the PayGuam material. All information is subject to change without notice.
The Government of Guam does not warrant that PayGuam will be free from viruses, or that access to PayGuam will be uninterrupted, or that the data transferred through PayGuam is secure and will not be read or monitored by others.
Jurisdiction
The Government of Guam makes no representations that PayGuam complies with the laws of any country outside of the United States. If you access this site from outside Guam you do so at your own risk and are responsible for complying with the laws in the place where you use PayGuam.
Any disputes arising out of the use of PayGuam shall be governed by the laws of the Territory of Guam and other related federal statutes.

Copyright in the PayGuam material is licensed by Government of Guam.
Withdrawal and suspension of service
PayGuam, or your access to it, may be withdrawn or suspended for a period of time for any reason, including, without limitation, the following:
- if there is an interruption or fault in any applicable computer or telecommunications system;
- if you breach any of these Terms of Use;
- if you use PayGuam for an inappropriate purpose, including the storage or transmission of inappropriate or offensive material;
- if PayGuam, any applicable web site computer or telecommunications systems are subjected to any virus, unauthorized access, denial-of-service or other malicious attack;
- for maintenance or security purposes; or
- if Government of Guam no longer wishes to provide PayGuam.
- You acknowledge that withdrawal of PayGuam does not release you of any responsibility to pay outstanding fees, charges or other liabilities incurred prior to the date of withdrawal.
- if you use PayGuam for an inappropriate purpose, including the storage or transmission of inappropriate or offensive material;
- if PayGuam, any applicable web site computer or telecommunications systems are subjected to any virus, unauthorized access, denial-of-service or other malicious attack;
- for maintenance or security purposes; or
- if Government of Guam no longer wishes to provide PayGuam.
- You acknowledge that withdrawal of PayGuam does not release you of any responsibility to pay outstanding fees, charges or other liabilities incurred prior to the date of withdrawal.

Acceptance and changes to these Terms of Use
You acknowledge and accept that your use of PayGuam indicates your acceptance of these Terms of Use.
These are the current PayGuam Terms of Use. They replace any other terms of use for PayGuam published by the Government of Guam to date. Government of Guam may at any time vary these Terms of Use by publishing the varied PayGuam Terms of Use on this site.
You accept that by doing any of these, PayGuam has provided you with sufficient notice of the variation.
