What types of bills can I pay?
You can pay the following bills:
- Real Property Tax
- Income Tax or GRT
- Estimated Individual Income Tax
- Estimated Tax for Non-resident
- Corporation Estimated Tax
- Form 500 - Corporate Estimated Tax
- Form 500 - 30% Withholding Section 1441
- Form 500 - Withholding on Wages

Why do I need a PIN code?
To ensure that all data retrieved and displayed from existing Rev & Tax invoices are secure, you will need a PIN code to make income tax and gross receipt tax bill payments. All other payment types do NOT require a PIN.
Where can I get a PIN code?
You can setup a PIN code in PayGuam anytime after logging in with the REQUEST PIN selection. NOTE: You will need to have the details of a valid receivable readily available to complete the process.
I cannot remember my PIN code.
If you have forgotten or lost your PIN code, simply go through the REQUEST PIN selection again. The new PIN code that you setup will replace the previous one.
What is FAST PAY?
FAST PAY allows you to save the account number and other data required for a certain payment type. If there is a payment that you make recurringly, FAST PAY allows you to make your payments quickly and easily each time you login to PayGuam.
Is it safe to enter my account information online?
Yes, PayGuam uses Secure Socket Layer (SSL) technology - the standard for
secure transactions over the Internet - to ensure your information is safe and secure.
How long does it take for my payment to process?
Your payment will be posted as paid on the date of your transaction. Please note
that transaction dates follow Chamorro Standard Time.
Can I pay my mother's bill?
Yes, you can make a payment for someone else as long as you have the account number and PIN for that bill. You will need to use a PIN code when making income tax and GRT bill payments.
What forms of payment do you accept?
You can make payments with VISA, Mastercard, Discover, or American Express.

Is there an additional fee for making an online payment?
Yes. The Government of Guam's online payment gateway provider assesses an additional convenience fee for credit card processing.
Effective October 1, 2024, a convenience fee will be assessed on each card transaction as follows:
Accepted Credit Cards: VISA, MasterCard, Discover, American Express

Do I need an invoice to make a payment?
No, you do not need an invoice to make a payment. As long as you have your account number you can make a payment. If you are making an income tax or gross receipts tax receivable payment you will also need your PIN code to make your payment online.
What is my reference number?
Users will be required to enter a reference number when making Department of
Revenue and Taxation Manual Invoice payments. For most tax type payments, the reference number required is your tax identification number (SSN or EIN). When making Business License payments, the reference number is referring to your Business License Number.

Do I need to pay the entire bill amount?
No, you may make a partial payment by adjusting the amount before adding the invoice to your shopping cart.
Can I make multiple payments in one transaction?
Yes, you can make as many invoice payments as you wish. Simply add all the invoices you want to pay to your shopping cart and checkout to complete your transaction.
Do I have to use my own credit card to pay my bill?
You can make a payment with any credit card as long as you have all the information needed to make the transaction.
Do I need to print my receipt?
We recommend that you print a copy of your receipt for your records. For your added convenience, GovGuam's online payment gateway provider will be emailing you a copy of your confirmed payment receipt to the email address provided.
How do I change my password?
Simply click on Change Password on the upper right side of any page following login to PayGuam. You will need to enter in your current password followed by your new password.
Can I store my credit card information in FAST PAY?
For your added protection, you will NOT be able to store your credit card information in "FAST PAY". You will need to input your payment information each time you make a payment.
How does my password hint work?
Your password hint was set when you registered for your PayGuam user account. In the event that you forget your password, you will need to provide your hint to receive your password via email.
